would it be better to file BK before or after foreclosure? Have a house trying to buy in a short sale and the seller has come to me telling that she is going to file BK. any advise? Bank is taking a long time with the short sale.

To find out about foreclosures in your local area, go to your county clerk's office. Foreclosures are a matter of public record so with reasonable due diligence, you should be able to create a list of foreclosures that are active in your neighborhood.
Also, network with local realtors who specialize in this type of property. Lastly, the REO division of your local banks would be able to provide you with a list of foreclosure properties as well.
